UPK Registration

Registrations for the 2025-2026 school year are now being accepted for the Universal Pre-Kindergarten (UPK) program for families who reside in the district. A registration form and health certificate can be obtained at the OA website, www.oacsd.org. Once at the main OA website select the following:


 - Menu (upper right of the page), Documents, New Student Registration Folder, Full Registration Packet (UPK-5)


Packets can also be obtained at Apalachin Elementary School, 405 Pennsylvania Avenue, Apalachin, or Owego Elementary School, 2 Sheldon Guile Blvd., Owego.  


To be eligible for the program, children must live in the district and turn 4 on or before 12/1/25.  Please note that a child may not ride the bus until their 4th birthday.  Once a child reaches age 4, the district may be able to provide transportation both ways for full-day sessions.  A child who will be 5 by 12/1/25 is not eligible for the program even if the parent chooses not to send the child to kindergarten.  Please note that if a child has a significant toileting issue, he/she may not qualify for the program.  


UPK sessions are:

Apalachin Elementary – full-day program 

Owego Elementary – full-day program 


The grant that funds this program stipulates that a child in the UPK program must attend the school that serves their residence.  


If you are interested in your child being considered for this program, please complete the registration form and required documentation and return it to the building your child will attend. 


In addition to the registration form, the following is required: 

  • Copy of the child’s birth certificate

  • Two forms of proof of residency

  • Health certificate signed by your child’s physician.

  • Immunization record (polio, measles, diphtheria, mumps, rubella, varicella, and hepatitis B)




Due to limited openings, it may be necessary to randomly select which students will be able to attend the program.  Registrations will be accepted in the buildings until 9:00 AM on 3/28/25, at which time a random selection will be held at the district office if needed.


If your location or session fills up, you will have the opportunity to choose from other available sessions, if applicable.  After all slots are filled, those not selected will be put on a waiting list by the date of receipt of a completed registration.
