Top OA Administrators
Accept Pay Freeze


OWEGO - On Thursday, August 11, the Owego Apalachin Board of Education determined to freeze the pay of the superintendent, Dr. Bill Russell, and the three members of his senior leadership team for the 2011-12 school year.

“Dr. Russell, Bernie Dolan, Bob Farrell, and Randy Pryor have done an outstanding job leading the district in very troubled times, especially given all the fiscal uncertainty and budget difficulties we are struggling through,” said David Barton, board president.

Dolan is associate superintendent, Farrell is chief information officer and Pryor is business official for the OA district.

“This decision should certainly not be seen as any negative reflection on their performance," Barton said. "Rather, it reflects the board’s determination to control costs wherever possible. We are grateful that our senior administrators understand our perspective on this.”
